How to attach the hat to your VRChat models:
1. Import the GothicPoliceHat_by_newdmnsn.unitypackage file into your unity scene with your avatar.
2. Place the hat onto the head of your character in the scene.
3. Attach the hat to the head root in the armature of your avatar. The hat should move together with the head now.
